The 21st Century ROAD to Housing Act has passed the Senate, and it includes several important changes for MHISC members, including removing the permanent chassis requirement, expanding modular housing production, and modernizing manufactured housing loan financing. We appreciate SC Sen. Tim Scott’s championing this landmark piece of legislation. Next stop: US House of Representatives!

Representative Brewer has been a strong supporter of South Carolina’s manufactured housing industry, including his leadership in sponsoring H.5113. We appreciate his common-sense approach to policy, his advocacy for housing opportunities, and his continued partnership with MHISC.
We were also honored to celebrate our 2026 Hall of Fame inductees, Happy Jackson and Marion Moore.
Their leadership, service, and lasting contributions have helped strengthen our industry and our association.

MHISC Announces New Executive Director
The Board of Directors of the Manufactured Housing Institute of South Carolina (MHISC) is pleased to announce the hiring of Allen Hutto as the association’s new Executive Director.
Mr. Hutto joins MHISC following his service as Chief of Staff for the South Carolina Department of Transportation. His prior experience also includes serving as MHISC’s General Counsel and Director of Government Affairs from 2004-2014, Chief Executive Officer for the Building Industry Association of Central South Carolina, and Corporate Counsel for Great Southern Homes.
A native of Orangeburg, South Carolina, Mr. Hutto earned a Bachelor of Arts in History from the College of Charleston. He later received his law degree from the University of South Carolina School of Law and went on to earn a Master of Human Resources degree from the University of South Carolina Darla Moore School of Business.
Mr. Hutto resides in Lexington with his wife, Alicia, and their daughter, Laura Stafford.
He will officially assume his duties as Executive Director on June 15, 2026, during the MHISC Convention. In his new role, Mr. Hutto will oversee the day-to-day operations of the association and work closely with the Board of Directors, members, and industry partners to advance the mission of MHISC and strengthen the manufactured housing industry throughout South Carolina.
“We are excited to welcome Allen to the MHISC family,” said Ronnie Boyce, Chair of the Board of Directors. “His leadership experience, public policy background, and commitment to serving South Carolina make him exceptionally well-suited to lead the association into the future. We look forward to working alongside him as we continue to advocate for and promote the manufactured housing industry.”

H.5113 officially passed the South Carolina House on third reading by a unanimous 107-0 vote and is now headed to the Governor’s desk for signature.
Passage of H.5113 marks an important victory for manufactured and modular housing in South Carolina, made possible by the strong advocacy of MHISC members and industry partners across the state.
Thank you to everyone who made calls, sent emails, texted, and testified at subcommittee meetings throughout the legislative process. Your engagement and persistence helped move H.5113 across the finish line.
The work does not stop here. Continued involvement from our members will be critical as MHISC prepares for next session’s effort to modernize South Carolina’s Manufactured Housing Practice Act and continue advancing policies that support housing opportunity and industry growth.

H.5113 Passes Third Reading
H.5113 passed third reading in the House and has now advanced to the Senate Judiciary Committee. This bill helps protect the replacement of existing manufactured homes, supports on-frame modular homes through clearer standards, and removes an outdated restriction on modular display models.
Thank you to the bill’s sponsors and to our members who continue advocating for fair treatment across the state.

Great Progress for Manufactured & Modular Housing at the State House
H.5113 unanimously passed out of the House LCI Banking and Insurance Subcommittee, marking an important step for manufactured and modular housing in South Carolina.
The bill helps protect the replacement of existing manufactured homes, clarifies standards for on-frame modular homes, and removes an outdated restriction on modular display models.
We appreciate Stephen Magyar of Oakwood Homes for testifying on behalf of the industry. His participation is a strong example of how member engagement helps advance smart policy.
H.5113 now heads to the full LCI Committee, which meets Thursday at 9:00 AM. We’ll continue to keep members informed as the bill moves forward.
Andrea Westmoreland Appointed Interim Executive Director
The Manufactured Housing Institute of South Carolina (MHISC) Board of Directors has appointed Andrea Westmoreland as Interim Executive Director, effective February 28, 2026.
With 18 years of dedicated service to MHISC, Andrea brings deep experience in association operations and a strong understanding of the industry. Her leadership will help ensure continuity as MHISC continues serving its members and advancing key priorities.

Mark Dillard Announces Retirement
After 33 years of dedicated service to the Manufactured Housing Institute of South Carolina, Executive Director Mark Dillard has announced his retirement.

New Safety Standards go into Effect on July 12
HUD’s Office of Manufactured Housing Programs (OMHP) just released an FAQ document in response to questions about changes to the Federal Manufactured Home Construction and Safety Standards (the HUD Code) that go into effect on July 12, 2021. In its announcement, OMHP stressed the statements in response to the questions are not intended to provide specific HUD guidance or direction related to compliance with the HUD Code.
