Each member location will receive a ballot in early September to vote for their favorite nominees, with the winners announced during MHISC’s Winter Meeting on December 1 at the Hyatt Regency Greenville. South Carolina legislators are asking residents to share their experiences with housing challenges, and MHISC members have an important opportunity to make their voices heard.
Use the Google Form below to explain how manufactured housing supports homeownership, affordability, and communities across our state. You may also share challenges involving zoning, permitting, or other regulatory barriers.

Local Government Update: Horry and Kershaw Counties
Horry County has approved changes to its Impact Fee Ordinance. Impact fees will now be calculated based on the square footage of the home rather than a single flat fee. Please see the chart below for the updated amounts.
Kershaw County has also implemented a building permit allocation system for single-family homes, including manufactured and site-built homes. The current allocation period ends October 31, 2026, and a new six-month period begins November 1.
Members with customers planning to place a home in Kershaw County should check the county’s permit allocation tracker and review Category A before moving forward. Once all permits are issued, applicants will be placed on a waitlist until the next allocation period.

The 21st Century ROAD to Housing Act has passed the Senate
The 21st Century ROAD to Housing Act has passed the Senate, and it includes several important changes for MHISC members, including removing the permanent chassis requirement, expanding modular housing production, and modernizing manufactured housing loan financing. We appreciate SC Sen. Tim Scott’s championing this landmark piece of legislation. Next stop: US House of Representatives!

Representative Brewer has been a strong supporter of South Carolina’s manufactured housing industry, including his leadership in sponsoring H.5113. We appreciate his common-sense approach to policy, his advocacy for housing opportunities, and his continued partnership with MHISC.
We were also honored to celebrate our 2026 Hall of Fame inductees, Happy Jackson and Marion Moore.
Their leadership, service, and lasting contributions have helped strengthen our industry and our association.
