South Carolina’s Modular Laws and Regulations
There is a different set of laws for the SC modular industry and the manufactured home industry in the state.
The two industries are regulated by different divisions of a
state agency known as the SC Department of Labor, Licensing and Regulation,
usually referred to as “LLR.”
Most of the rules governing modular production and sales in
SC are found in two locations: the SC Code of Laws and the SC Code of
Regulations.
LAWS
The laws are referred to as the Modular Buildings
Construction Act.

REGULATIONS
The SC Code of Regulations consists of rules issued by the
SC Building Code Council, the state agency that administers the state modular
program. The SCBCC has issued regulations that expand upon the provisions in
the Code of Laws.

STATE AGENCY
The main agency that oversees the modular industry in SC is
the South Carolina Building Codes Council.
