As we look ahead to 2025, MHISC is committed to tackling key local government challenges to ensure the continued growth and success of the manufactured housing industry in South Carolina. From strengthening partnerships to pursuing regulatory reforms, we are laying the groundwork for an impactful year.
Lunch and Learn Events to Drive Change
MHISC will host additional “Lunch and Learn” sessions across the state. At these events MHISC members meet with local officials from a particular county. Both groups can talk about their perspectives concerning local regulations in an informal lunch setting. With a better understanding of each other’s logistical challenges, the two groups may be able to develop simpler, more workable rules and procedures.
The first two lunch and learn events were held in Richland and Kershaw Counties. Upcoming sessions are planned for Berkeley, Dorchester, Laurens, Horry and Aiken Counties. These events provide valuable opportunities to engage local officials and discuss solutions to pressing challenges.
A bonus: Industry professionals and local code officials can qualify for continuing education hours for participating.
Local Government Advisory Committee
MHISC’S Local Government Advisory Committee will meet early in the year. In the first quarter of 2025, MHISC will launch its Local Government Advisory Committee. This is a group of local officials and staffers who serve as a focus group of source of feedback for MHISC’s ideas for improving relationships with the state’s cities counties and municipalities
Permitting and Septic Tank Regulations
One of our top priorities for 2025 is addressing permitting and septic tank regulations. A recent email from Corey Moore, Upstate HBA President, highlighted new procedures by Greenville County Land Development that add significant costs and delays for property subdivisions. These include a $1,200 Land Development hold for Summary Plats, requiring additional permits, drainage options, and multiple meetings. Among the legislative ideas under consideration is a proposal mandating predictable, expedited timelines for permit approvals and inspections, such as a 14-day maximum.
Expanding Partnerships for Attainable Housing
To address local challenges more effectively, MHISC will strengthen relationships with organizations such as the South Carolina Association of Assessing Officials (SCAAO) and the Building Officials Association of South Carolina (BOASC). Leaders of the two groups have agreed to collaborate with MHISC to promote better ideas and working relationships. Together, we aim to find innovative solutions to promote attainable housing across the state.
Terminology Update in Ordinances and Laws
Another focus for the year is pursuing a terminology update in South Carolina local ordinances and state statutes to replace “mobile homes” with “manufactured homes.” This effort will start at the county level, with plans to expand statewide, reflecting the modern construction standards and professionalism of our industry.
