Allen brings extensive experience in association leadership, public policy, government affairs, and legal counsel. Prior to joining MHISC as Executive Director, he served as Chief of Staff for the South Carolina Department of Transportation. His background also includes serving as MHISC’s General Counsel and Director of Government Affairs from 2004 to 2014, Chief Executive Officer of the Building Industry Association of Central South Carolina, and Corporate Counsel for Great Southern Homes.

A native of Orangeburg, South Carolina, Allen earned a Bachelor of Arts in History from the College of Charleston. He later received his law degree from the University of South Carolina School of Law and earned a Master of Human Resources degree from the University of South Carolina Darla Moore School of Business.

Allen resides in Lexington with his wife, Alicia, and their daughter, Laura.
